Some residents of Marin County are misusing access codes intended for people living in Black and Latino communities to book vaccine appointments at the Oakland Coliseum through the state's vaccine scheduling system My Turn, SFGATE has learned. The codes are part of a California program to remedy inequities in vaccine distribution and provided to community organizations to distribute to vulnerable communities for vaccine appointments. Residents of other Bay Area counties could also be misusing these codes, but the instances SFGATE learned of were specifically in Marin. "We have set aside a number of vaccines a day for local community organizations...

There are stronger signs that China’s next aircraft carrier will be fitted with an advanced type of aircraft launch system, with official confirmation of a test flight of a carrier-based early warning plane. State broadcaster CCTV confirmed in a report on the weekend that the KJ-600, the country’s first domestically developed fixed-wing early warning aircraft, had a test flight in Xian, Shaanxi province, in late January. The KJ-600 is designed to operate from an aircraft carrier but its weight and turboprop engines make it less powerful than a jet, requiring help from a catapult for take-off. China has two aircraft...

China is caught up in a very delicate balance. Beijing is being forced to walk a very fine line to keep up with growing energy demand while also shoring up the country’s energy security, and all without compromising the entire world’s ability to decarbonize quickly enough to avoid catastrophic climate change. So far, it looks like Beijing is struggling--if not outright failing--to pull it off. Despite the blow that China received as the first country to struggle with the novel coronavirus pandemic, the country achieved the amazing superlative of being the one and only major economy to achieve even a...

Former California Sen. Barbara Boxer raised eyebrows this week after first registering as a foreign agent with the Chinese surveillance company Hikvision, then later "deregistering" Tuesday.Hikvision was barred by the Commerce Department in 2019 over its involvement in the Chinese government’s suppression of the Uyghurs -- an ethnic minority population in the Xinjiang province located in northwest China.Boxer, who registered with the Justice Department under the Foreign Agents Registration Act Friday, was expected to serve as a "Strategic consultant," on behalf of the surveillance company for Mercury Public Affairs, a prominent lobbying firm where Boxer was recently named co-chair, the...

Chinese foreign affairs minister Wang Yi urged the United States to meet four requirements from Xi Jinping’s regime at the Lanting Forum, a video conference organized by the Chinese foreign affairs ministry on Feb. 22. The requests include: ending support for Taiwan, Hong Kong, Xinjiang, and Tibet; resuming the U.S.-China dialogue; ending the tariffs on Chinese products and sanctions on Chinese enterprises; and removing all restrictions on China’s news agencies and cultural entities such as the Confucius Institutes. After President Joe Biden announced that he won the presidential election, Chinese leader Xi Jinping and his senior diplomats urged the United...

In China’s bid to acquire advanced technology from the United States, officials from the north-central city of Baoding tried to meet with Silicon Valley executives and discuss deals for companies to set up offices there, according to internal government documents that The Epoch Times obtained recently. Citing the Chinese regime’s key strategy of “bringing technologies in, exporting our products out,” the Baoding government detailed a successful example: it attracted AXT Inc., a U.S.-based designer and manufacturer of semiconductor substrates, to set up a factory in Dingxing county, Baoding. The semiconductor substrates are components for making electronic chips, which power nearly...

Chinese whistleblower Yang Jisheng's book, 'Tombstone: The Great Chinese Famine 1958-1962,' is a powerful reminder that collectivism is evil. After I finished reading Yang Jisheng’s book, Tombstone: The Great Chinese Famine 1958-1962, an extensive analysis on the worst man-made calamity in human history, I couldn’t help but wonder: If Yang’s book were required reading for American college students, would so many young people embrace socialism so enthusiastically?Yang opens the book with his father’s death in 1959. It was April, and Yang was a high school student. Since his school was far from the village where his father lived, Yang rarely...

If I told you that a Marxist infiltration of every aspect of American life has been taking place, and that it’s been underway for decades, would you believe me? If I was even more specific and said that the Chinese Communist Party was primarily behind it, would you believe that as well? If I told you that our educational institutions, our colleges and universities, high schools, and even elementary schools were targets for Marxist indoctrination, would you believe that? Well to not believe it would be at your own peril. Having been involved in intelligence work for over 30 years,...

WASHINGTON - President Joe Biden wants to vaccinate teachers to speed school reopenings, but more than half the states aren't listening and haven't made educators a priority — highlighting the limited powers of the federal government, even during a devastating pandemic. "I can't set nationally who gets in line, when and first — that's a decision the states make," Biden said while touring a Pfizer plant in Michigan on Friday. "I can recommend." Under the Constitution, the powers of the federal government are far-reaching but not all-encompassing. States have always retained control over public health and safety, from policing crimes...

As people in northeastern China grow increasingly dissatisfied with the central government’s neglect of the region’s economic development, authorities are worried that mass protests could soon break out, according to an insider. The insider, who requested anonymity in order to speak freely, formerly worked for a senior official at the Chinese Communist Party’s United Front Work Department (UFWD). The agency is in charge of persuading Chinese people domestic and abroad to agree with the Party’s policies and maintain the Party’s rule. While the insider caught up with his former superior during Lunar New Year, the latter revealed the central government’s...

According to 2017 Pentagon data, 71 percent of young Americans between 17 and 24 are ineligible to serve in the United States military[1 ]. The military depends on a constant flow of volunteers every year to meet its requirements, and as the number of eligible Americans declines, it will be increasingly difficult to meet the needs. This is not a distant problem to address decades from now. The U.S. military is already having a hard time attracting enough qualified volunteers. Of the four services, the Army has the greatest annual need. The Army anticipates problems with meeting its 2018 goal...

WASHINGTON - Chinese spies used code first developed by the U.S. National Security Agency to support their hacking operations, Israeli researchers said on Monday, another indication of how malicious software developed by governments can boomerang against their creators. Tel Aviv-based Check Point Software Technologies issued a report noting that some features in a piece of China-linked malware it dubs “Jian” were so similar they could only have been stolen from some of the National Security Agency break-in tools leaked to the internet in 2017. Yaniv Balmas, Checkpoint’s head of research, called Jian “kind of a copycat, a Chinese replica.” The...

... As Biden has acted to strengthen the federal government's hand in coordinating vaccination efforts across the country — particularly in empowering FEMA as the lead response agency — he has also reversed the politics of combating the crisis. Former President Donald Trump used his power over federal resources and contracting dollars to reward governors, senators and business leaders who praised him privately and publicly as he sought re-election. By contrast, Biden has prioritized vaccinating people who are both vulnerable and representative of his political coalition. His administration is even providing support to vaccination sites in churches, hoping to persuade...

MIAMI - It seemed like a match made in finance heaven. In 2010, China, its economy roaring and state companies looking to expand globally, set its eyes on Latin America, a region starved of capital but rich in natural resources the Asian giant lacked. The result: a record $35 billion in state-to-state loans that year. Fast forward a decade and the once-torrid relationship is starting to mature in ways that suggest China may be growing wary of its once do-no-wrong partner. For the first time in 15 years, China’s two biggest policy banks — the China Development Bank (CDB) and...

A popular Chinese beverage chain has apologised for using sexist slogans on its merchandise, after they sparked widespread outrage online. The shop had in the past also sold tea bags with the slogan "Master, I want you" along with images of tadpoles. The shop later said it had no intention of "disrespecting women". It added that it would recall its latest range of mugs and was "very ashamed" of its latest creation.

U.S. President Joe Biden will launch changes on Monday to the main U.S. coronavirus aid program for small businesses to try to reach smaller, minority-owned firms and sole proprietors left behind in previous rounds of aid. The changes, to be formally announced by Biden on Monday, come as small business bankers say demand for Paycheck Protection loans is slowing as firms reopen. The officials said the program will also set aside $1 billion for businesses without employees in low- and moderate-income areas, which are 70% owned by women and people of color. The SBA will provide new guidance making it...
