    On PBS just now. Mr. Markey with Kerry campaign tells PBS that Ohio will be decided in the Courts. Says that all 200,000 provisional ballots must be counted and that will give Ohio to Kerry. He alleges that GOP will no doubt try to suppress the counting of the Ohio ballots. I guess we can the Kerry game plan - Gore 2000 redux.

    Judge Lee (Broward Canvassing Board) and Judge Burton (PBC Canvassing Board) were both just interviewed on Nightline. Burton reiterated that they will look at "other marks" on a ballot to see if a dimple on a presidential chad is corroborated by dimples on other chads. The bad news - he said there may be as many as 6,000 ballots in the dimple pile. I think (hope!) he is probably mistaken. Lee strongly implied that they will use the legal standard of "beyond reasonable doubt" such that if there is any reasonable doubt about intent the ballot will not be counted. ...

    Ok, here goes today’s analysis by the Zapper. First PBC: Per an AP report posted somewhere below, PBC had Gore +3 with 103 of 531 precincts officially reporting NOT including the dimpled ballots (which have been set aside). Furthermore, a UPI report indicated that out of 297 precincts, there were 349 dimpled ballots which might be added in later. These broke 276G v. 73B. We can therefore make separate projections for PBC (one for objective ballots and the other for subjective [dimpled] ballots) and add them together.     Everyone needs to remember that new votes can only materialize from underpunched ballots that were unable to be tallied by the machines. Last week, various news reports indicated that Broward, PBC, and Miami had 6,600, 10,361, and 10,750 underpunched ballots respectively. During the 1% manual recount of PBC, somewhere between 500-600 (I read two conflicting figures) of the 10,361 underpunched ballots in that county were examined. Let's be conservative and assume only 500 were examined. From these 500 underpunched ballots, 47 were deemed votes (33G 14B) for a total "YIELD" of 9.4% (47/500). This population is super-concentrated in three counties: Miami-Dade, Palm Beach, and Broward. Together, these three counties are home to 644k Jews.
