This legislation is pretty scary. In Massachusetts you have to have either a License To Carry or a Firearms Identification Card to own a firearm. The H.4121 legislation would make the issuance of both of those items totally discretionary. The police chief can deny your request and simply declare you "unsuitable" for any arbitrary reason.
