Great point. After receiving 'too bad' to the first call - a panicked bystander may have very well tried to help this young man themselves, moving him, taking him to hospital, etc. Talk about complicating a trauma situation.
Now what if this was a fire report at a crack house? Good samaritans would rush into the house on their own after receiving a 'too bad' response.
The boy's death is tragic.
the possible results this will have on public trust could be worse.
Fire him - charge him with negligence.
