As of about 5 years ago, there were still some offices of the Passport Service where you could go (Airplane ticket in hand) for immediate service. NEW YORK CITY is NOT one of them.
Stuck with a soon-to-expire PP, I went to Philadelphia, brought my ticket and birth certificate etc. and got the new passport in 4 hours.
Make a few calls, find out if and where you can do this, and go there. I hope that 9/11 didn't wreck this.

In the 60s it was quite liveable. We had a nice place West of town. Lots of oil people (Americans) around. Lots of USAF and British Army folks around.
Also alot of poor people, some living in large fields of crude makeshift housing. The monarchy was totally indifferent to the living conditions of the people. Thus happened Qaddaffi!
A marvelous story! I lived in Tripoli for a few years, PQ (Pre Qaddaffi). The mast of the Philadelphia was mounted as a flagpole on Tripoli Castle. I believe it is still there.
