You’re conflating two different things
Ocala’s population is surging, as are some other areas of Florida, like the corridor from Stuart to Melbourne. Those areas do need more capacity, as schools were built to smaller communities.
On the other hand, which this addresses, is the effectiveness of voucher programs in places like Broward County, where I live. The student population is SHRINKING here, in a district/county that is close to 50% minority students. There’s a LOT of debate going on to how to shrink the number of public schools here.
