<p>The 9th Circuit, which covers nine Western states, has a history of strange decisions. More of its decisions are overturned by the U.S. Supreme Court than any other court, 86 percent in the past four years. Recent cases involving violent criminals are more than just legal error; they are a public menace.</p>
