    My brother lives in Taiwan and had been waiting for his absentee ballot to arrive from Santa Barbara County, California. Somebody on FreeRepublic posted information on obtaining a ballot from the US Consulate in case ballots didn't arrive in time.     One thing that we do here in Texas in our schools that many outside of Texas find apalling, is we throughout the year collect and submit student performance data by ethnic/racial background. Individual teachers submit 6-wk reports (we math teachers do in our district) that show what percentage of whites, blacks, hispanics, etc., are passing/failing our district's TAAS-based 6-wk assessment. (TAAS is the Texas Achievement test all children take).
