A political newcomer who vows not to take "special interest" money is running for Congress against four-term fellow Republican John Shadegg. It's time to concede Arizona Sen. John McCain and other campaign finance reformers their legislative victory about the role of soft money. Instead, opponents should concentrate on stripping from the bill the limitations on political speech just before elections.
