LAWRENCE — Fighting poverty in the state's poorest community is supposed to be a full-time job. But the head of the city's leading anti-poverty agency spends as little as 15 hours a week in the office. The remainder of his time is spent at the Elks Lodge on Andover Street, playing card games and video poker, enjoying long lunches, and indulging his taste for Romeo Y Julieta cigars, an investigation by The Eagle-Tribune has found.
