First, we have no control over income tax rates - there are so many different rates for splinter groups that the divide and conquer strategy eliminates useful opposition. Add to that that many people perceive they pay no income tax - they clamour for more benefits as they perceive no cost.
The nrst rate applies to ALL individuals - any change in rate affects every purchase by every individual. It's not so easy to propose a tax hike that would raise the price of every single purchase of new goods or services.

Add to this the resistance to reducing take home pay by 25%. Remember, prices will be about the same under the nrst- what pol would say "I'm going to reduce your pay by 20%"? I wouldn't think it would stand a chance of even being proposed. It would be much harder to reduce everyone's take home pay by 20% than increase eisting income tax rates marginally.
