The County Payment Bill was passed by Congress and signed into law by Clinton last Fall. This law was passed to aliviate financial problems faced by counties due to the loss of tax revenues associated with logging within Natl Forests which has been essentially eliminated. This article explains very well how these payments will be administered. It also explains how enviromental activists can best worm their way into the process to tap into these funds. These people are well funded, know what they are doing, and are very dedicated. Click on source link for article.

New scientific evidence shows that sunlight, snow, and sea salt combine as a potent mixture to destroy ozone. Published in the Jan 19 issue of Science magazine, the study describes the role that bromine and chlorine play each spring when the rising sun interacts with snow. Though the study indicates that ozone depletion is a naturally occurring process, the findings suggest that mixtures of salt and snow on urban strret "may also" affect air quality. "This Week" with Sam and Cokie opened the show today with a replay of video of the Bush daughter's "slippage" at the inaguration ball last night. Sam did the voice over. This is in very bad taste and is further embarassment to the young woman. It also an indicator that the Bush daughters will be "fair game". I urge you to email ABC/This Week if this bothers you.

Mexico has bowed to it's steel, glass,, mining, and ceramics industries. Historically, Mexico has tied it's price to the price in Texas. The price was set at $4/MBTU (current price in Texas is over $9.50/MBTU) and is good for 3 years. Pemex is setting on long term contracts at low prices. I wonder how this affects NAFTA? Mequialladoras, imports, trade balance,........? Please click on source for article.

Isolationism is hardly our problem. We are entangled in so many treaties and alliances, and we have forces posted in 100 foriegn countries, almost without exception on missions that have nothing to do with national security or interest. I already fear that I will have to adopt a sort of secular prayer in which I will repeat, "Well, at least he's not Al Gore". Terrorism is neither a police or military problem. It is a political problem. Some Americans have this kooky idea that if you kill innocent people with a missile, instead of rifle, it is not a war ...
