<p>In November, 1990, the United Nations authorized the use of force to expel Iraq from Kuwait.</p> <p>In January, 1991, the United States Congress authorized the use of force in accordance with the UN's decision.</p> <p>Overwhelming majorities of congressional Democrats opposed the resolution. In the House, 86 Democrats voted aye while 179 voted nay. Senate Democrats voted 10 aye and 45 nay. Only three Democrats outside the South voted aye - Connecticut's Joe Lieberman and Nevada's Harry Reid and Richard Bryan. The list of nays included such liberal icons as Joe Biden, Chris Dodd, Ted Kennedy, John Kerry, Patrick Leahy, and Tom Daschle.</p>
