Edward Bornstien was pulled over for DUI and refused a field breathalyzer so was brought to the police station where they got a court order to take a blood sample, his family says he initially refused because he his scared of needles, however before police forced him on the ground he said would provide the sample willingly. He was in handcuffs the whole time. This video was released as part of a federal lawsuit involving the CHP and the officers involved. I couldn't find any news article or police report involved, just some local news segments and the raw footage.....
