<p>BATON ROUGE -- Public Service Commission Chairman Jay Blossman, a Republican from Mandeville, announced this week that he is running for governor, promising to "reform and renew" state government.</p> <p>"I know we need major reforms in education, the way we spend our money and economic development," Blossman said, adding that he has not yet finished hammering out the details of his campaign proposals.</p>
