A MAN is refusing to pay vet bills and expenses after his unneutered dog impregnated another pet.Taking to Reddit, the man asked if he was in the wrong for not contributing towards the bills. A 12-year-old and a 17-year-old have turned themselves in to authorities following a vicious attack on Buddy the cat in Philadelphia's Frankford section. The suspects came in to the Pennsylvania SPCA with a parent to address the charges on Friday afternoon. Both of the suspects have been taken into custody and are pending a custodial determination hearing, the SPCA said. The dogs related to this incident have also been taken into the custody of the Pennsylvania SPCA.
