This is a bad idea on Putin’s part. Israel has nuclear weapons and the ability to deliver them on target.
Some years ago I read about an Israeli policy/strategy/plan called ‘MASADA’.
Basically the policy is if the existence of Israel is in question then they will use everything they have to inflict the maximum amount of death and destruction on their enemies...even if that costs them their national existence.
Seriously, when those folks say ‘Never Again’ they friggin’ mean it!

When I read the article, I did NOT get the impression that Russia had any intention of attacking Israel. I see them as doing two things:
1. Get the Arab world explicitly aligned with Russia and against the U.S.
2. Undermine the argument that the current borders throughout the world are inviolable, and never to be moved. Putin might make some mention of the Spanish-American War or the Mexican-American War next. Red China wants Russia to make this case due to its aggression in Tibet and maybe Taiwan. Israel is example #1, because it gets everyone bickering with each other and it is after WWII.
I’m surprised the Russians would say anything about Israel in the context of what’s going on, however there may be a reason. Russia wants something from someone else in the Middle East and one price for whatever it is they want was this statement regarding the Golan Heights. (Russia also has a vote on the security council so this is probably a preliminary to some action in the UN.) Russia isn’t about to do anything in the area. But the way the Muslim mind works is, “See? This big, respected guy says so therefore we are empowered to do X.” And, statements like this carry some weight with, probably, the Iranians.
Russia is prepping for sanctions which may include being banned from the dollars settlement system. This may mean they’ll need others to launder their money for them or to buy for them and transship whatever they need. Sanctions may also mean they’ll have to ship their mining and agricultural products to intermediaries who can then resell them for much needed foreign exchange. All of that is going to cost the Russians some diplomatic capital.

You can shell a huge amount of Israel with 155s from the Golan. Israel will never give it up.
Don't forget Putin, Israel also has nukes, and they won't simply let you mass forces on their border. They've proven that many times.
Sorry, Putin, the Golan Heights belong to Israel every bit as much as Kaliningrad belongs to Russia.
