I see what is going on now. Arianna is there to hit arnold so Bastardmonte doesn't have to. You're right! Cruz gets to look more governor-like, I guess. Arianna is only there to slam Arnold. I think she is failing miserably, however. She is shrill and sounds really stupid.

I think two things we can all agree on: Arianna is the most obnoxious and most off topic and the Moderator is the most incompetent one I have ever seen for letting Arianna and Cruz get away with taking up more time, for off topic conversations and attacks.

Cruz is suggesting that Prop 13, by suppressing property taxes for new housing, encourages communities to develop strip malls instead of homes. I thought Prop. 13 capped taxes on existing property, not new property.
