UNITED NATIONS (March 8) - In a 173-page dossier on Iraq's weapons of mass destruction, chief U.N. inspector Hans Blix says Baghdad may possess about 10,000 liters of anthrax, Scud missile warheads filled with deadly biological and chemical agents, and drones capable of flying far beyond a 93-mile limit.

The report, obtained late Friday by The Associated Press, traces the history of Iraq's weapons programs and outlines the many areas where questions remain, many old but some new. Blix told the Security Council earlier in the day that he planned to cull items from the document and compile a list of key remaining disarmament tasks by the end of March that Iraq must complete.

The table of contents reflects the scope of the unanswered questions: missile technology, aerial bombs, spray devices and drone aircraft, mustard gas, sarin, chemical processing equipment, Botulinum toxin, ricin, genetic engineering and viral research - and the list goes on.

British Foreign Secretary Jack Straw described the document as ''a shocking indictment of the record of Saddam Hussein's deception and deceit, but above all, of the danger which he poses to the region and to the world.''

Britain and the United States, which are seeking Security Council approval for a war against Iraq, can find plenty of ammunition in the dossier to support their argument that Baghdad has failed to cooperate and fully disarm. But opponents of a rush to war counter that Iraq is starting to provide evidence - and therefore U.N. weapons inspections should continue.

Blix has previously questioned Iraq's reporting of its destruction of anthrax supplies from 1988 to 1991. He said Iraq declared that it produced 8,445 liters but cited evidence in the new report that it produced more.

''The strong presumption is that about 10,000 liters of anthrax was not destroyed and may still exist,'' he said. In addition, ''Iraq currently possesses the technology and materials, including fermenters, bacterial growth media and seed stock, to enable it to produce anthrax.''

''Many of the skilled personnel familiar with anthrax production have been transferred to civilian industries. There does not appear to be any choke points, which would prevent Iraq from producing anthrax on at least the scale of its pre-1991 level,'' Blix said.

The chief inspector also expressed concern about Iraq's program to build pilotless aircraft known as drones, citing intelligence reports that Saddam Hussein is developing vehicles with a range of 312 miles - far exceeding the 93-mile limit.

While small, Blix said, drones can be used to spray biological warfare agents such as anthrax.

Iraq hasn't revealed the development of any drones that fly automatically, though it has declared that it developed two vehicles controlled from the ground or other aircraft with a range of 62 miles, he said, adding that this must be investigated.

''Recent inspections have also revealed the existence of a drone with a wingspan of 7.45 meters (24 1/2 feet) that has not been declared by Iraq. Officials at the inspection site stated that the drone had been test flown,'' Blix said.

The chief inspector also expressed concern that Baghdad may be developing or planning missiles other than the Al Samoud 2 that may also have ranges exceeding 93 miles. Iraq has begun destroying its Al Samoud 2s.

''Indications of this come from solid propellant casting chambers Iraq has acquired through indigenous production, or from the repair of old chambers,'' he said. ''The size of these chambers would enable the manufacture of a missile system with a range much greater than 93 miles.''

Blix said Iraq must also produce evidence to prove that it has fully abandoned its program to develop a medium-range ballistic missile with a range of between 625 and 1,875 miles.

On Scud-B missiles, he said, ''the lack of documentation to support the destruction of Scud-B liquid propellant, and the fact that approximately 50 warheads were not accounted for among the remnants of unilateral destruction, suggest that these items may have been retained for a proscribed missile force.''

Iraq must also account for up to 30 chemical and biological Scud-type warheads which it claims it destroyed, he said. One way would be to provide minutes from a committee formed in 1991 to address the issue of retaining banned material and weapons, he said.

And I'd wager money that this is why He was late for his presentation on friday.

Reports said he was having a cup of Coffee with the Kofi Anan. But in reality He and Coffee Cakes were busy having tea and deciding how to sneak this info. past the full council.

Thanks for posting that! The way the others were acting when Powell was reading I was waiting for something big to come out myself but nothing.

Then Jack Straw started talking about the report and the French weasel had a really odd look on his face.

If I were guessing the French, Russians, Germans, Chinese and maybe others had these six pages and our side did not! This was intentional and I would be willing to bet on it.

Let us know what you see from the tape. That should be interesting!

The guy on MSNBC said prioritize more than once like he couldn't believe it was Blix's job to do that either. Seems to me that drones that carry chemical weapons would be right at the top of any priority list that would be made and that would be in the front of my report!

That's a great point! I bet you are right and he an Annan decided to just leave out the six pages from the draft for the US, UK, Spain and Bulgaria. Wouldn't surprise me if the others had the report!

Iraqi drone 'could drop chemicals on troops'

A REPORT declassified by the United Nations yesterday contained a hidden bombshell with the revelation that inspectors have recently discovered an undeclared Iraqi drone with a wingspan of 7.45m, suggesting an illegal range that could threaten Iraq’s neighbours with chemical and biological weapons.

US officials were outraged that Hans Blix, the chief UN weapons inspector, did not inform the Security Council about the drone, or remotely piloted vehicle, in his oral presentation to Foreign Ministers and tried to bury it in a 173-page single-spaced report distributed later in the day. The omission raised serious questions about Dr Blix’s objectivity.

“Recent inspections have also revealed the existence of a drone with a wingspan of 7.45m that has not been declared by Iraq,” the report said. “Officials at the inspection site stated that the drone had been test-flown. Further investigation is required to establish the actual specifications and capabilities of these RPV drones . . . (they) are restricted by the same UN rules as missiles, which limit their range to 150km (92.6 miles).

Colin Powell, the US Secretary of State, told the Security Council in February that Washington had evidence that Iraq had test-flown a drone in a race-track pattern for 500km non-stop.

In another section of the declassified report, the inspectors give warning that Iraq still has spraying devices and drop tanks that could be used in dispersing chemical and biological agents from aircraft. “A large number of drop tanks of various types, both imported and locally manufactured, are available and could be modified,” it says.

The paper, obtained by The Times, details the possible chemical and biological arsenal that British and US Forces could face in an invasion of Iraq. The paper suggests that Iraq has huge stockpiles of anthrax, may be developing long-range missiles and could possess chemical and biological R400 aerial bombs and Scud missiles, and even smallpox.

Jack Straw, the Foreign Secretary, told his fellow Security Council Foreign Ministers that the document was a“chilling read”.

General Powell resorted to reading passages from the paper out loud in the Council chamber. He pointed out that it chronicled nearly 30 times when Iraq had failed to provide credible evidence to substantiate its claims, and 17 instances when inspectors uncovered evidence that contradicted those claims. But his draft copy, dating from a meeting of the inspectors’ advisory board last week, did not contain the crucial passage about the new drone.

The decision by Dr Blix to declassify the internal report marks the first time the UN has made public its suspicions about Iraq’s banned weapons programmes, rather than what it has been able to actually confirm. “Unmovic has credible information that the total quantity of biological warfare agent in bombs, warheads and in bulk at the time of the Gulf War was 7,000 litres more than declared by Iraq. This additional agent was most likely all anthrax,” it says.

The report says there is “credible information” indicating that 21,000 litres of biological warfare agent, including some 10,000 litres of anthrax, was stored in bulk at locations around the country during the war and was never destroyed.

The paper, a collection of 29 “clusters” of questions for Iraq, offers some reassurance about Iraq’s missing botulinum toxin, which Unmovic believed is “unlikely to retain much, if any, of its potency” if it has been stockpiled since 1991.

Here's a theory. What if we found out about the drones in the report from a leak, but when Powell got the report it wasn't there. He probably thought the leaker was mistaken, and wanted to check with someone in intelligence. Meanwhile, the leaker told Blix he had told the Americans, so in a face-saving maneuver he and Kofi decided to add the six pages.

The short version of this is, "They're busted!"

According to the LT reporter that was interviewed, Powell, Straw and the others were handed the final report which contained 173 pages and inside was buried in single space the details about the drones. They actually had to go through the report to find out why the report went from 167 to 173 pages.

Be interesting what Powell as to say tomorrow on Tony Snow's show.

It is on your local Fox channel, NOT the Fox News cable channel, usually in the morning. In Indianapolis, it comes on at 9 Eastern. Then it is repeated at 6PM Eastern on the Fox News channel.
