The creation by taking aspects of other organizations can be an expansion, or it can be a contraction, or it could be neutral. The implementation details are what would determine that.
If the proposed concentration of authorities would be a good or a bad thing depends on the same thing. For example, it was against the law for certain information to be freely shared between the FBI and CIA, a fact which certainly played into us not being able to thwart 9/11. Making it so that such coordination in the future would be possible would be a step forward, not a step backwards.
And a terrorist is someone who flies planes into buildings, or straps bombs onto themselves or others or inatimate objects for that matter for the purposes of destroying innocents to increase fear, or any number of other similar persons.

"Yes, I heard that caller. He said that it is now time for America to be destroyed and be rebuild. He said he was jeopardizing himself by calling in to Fox but just wanted Americans to know that we are still sleeping. He made a statement that even in Rap Music the words are telling America that it is time for it to be destroyed. The caller said that there are thousands here waiting to destroy America and the time is now. I sure hope Fox has someone or something to trace that call.
I do too.. I considered it to BE a terrorist threat!!

I don't consider it paranoid. Excuse my ny gallows humor. Arafat has been in the midst of this Al Qaida business for a long time. He has been on junkets to Baghdad and Damascus. I think that His Swineness should quite literally have his feet to the fire until he squeals out everything he knows. I care little what the U.N. or the so called World Court thinks. I hope I have clarified my position re: rampaging jihadism.

Isn't is reassuring to know that we have such fine young men in our midst? The future of America? Their parents must be SO proud....Oh, about 5-6 years ago, I was sitting in a courtroom waiting for the initial appearances of the folks in lock-up (aka "The Three O'Clock Follies") and in walks this very clean-cut young man, blond hair, blue eyes, wearing khakis and a light blue buttoned down shirt, the kid of boy my Momma would have thought was the perfect young man for me, and I wondered, "why is HE in jail?" Come to find out that he was a member of the Gangster Disciples (Green Bay branch) who had been involved in a drive-by shooting the previous night (found out later he was the shooter & shot & injured a rival gang member). That nice-looking young man is about one-quarter of the way through his 20 year sentence.
Don't judge a book by its cover. This kid really had me fooled.

The creation of an entirely new department is the definition of expansion. That is easy.
That is interesting. I think you should give a call to those who were laid off from my company three weeks ago. You see, we created a new department, and in doing moved some functions from each of the two existing departments, changed their responsibilities, and as a result have 15 fewer employees than before.
I am sure they will be glad to hear that in reality, we did not contract but in actuality we expanded. It will make them feel better as they look for new jobs, I am sure.

May well be, but remember the constitution extends certain protections of trial to "persons" in the United States, and that certainly includes citizens. While some here seem to be attempting to show everyone that blonde blue eyed people are just as dangerous as anyone else, I say hogwash.
During any given year, minority, yes minority gangs committe upwards of 7000 brutal murders a year in our cities. That's 7000 homicides a year!
Take ten minutes and check out some big city websites and see who the majority of most wanted are. Go ahead. You will see very few blond blue eyed most wanted. Which is odd, as white Americans are still the overwhelming majority.
