The creation of an entirely new department is the definition of expansion. That is easy.That is interesting. I think you should give a call to those who were laid off from my company three weeks ago. You see, we created a new department, and in doing moved some functions from each of the two existing departments, changed their responsibilities, and as a result have 15 fewer employees than before.
I am sure they will be glad to hear that in reality, we did not contract but in actuality we expanded. It will make them feel better as they look for new jobs, I am sure.
Reality has a way of breaking down in the public sector. Can you name ONE cabinet position, department or agency that has been closed down by the federal government in the last 5 years, 10 years, 20 years, 50 years?
