245i Amnesty to be Attached to Supplemental Spending Bill?

1. The Members of the House Appropriations Committee from your state need to hear from you immediately.

Please go to:

(If you are on the HOME page, click on FAX CONGRESS FREE.) You will find on the Fax Center page Fax No. 999. (If nobody from your state is on the committee, you will not see the fax.)

Please read Fax No. 999 and, if you agree with it, send it.

2. Send Fax 9991 to the White House. Pres. Bush needs to be told by aides that this new sneak attack of his is being noticed an generating among the top 10 of contacts by Thursday noon.

3. Send this Action Alert to everybody you know who opposes amnesties for illegal aliens and who opposes the federal government forcing still more massive U.S. population growth. Include a personal note of introduction that urges people to register to send faxes and to do it immediately.

================== WHAT HAPPENS TOMORROW (Thurs) ==================

The White House knows these amnesties are incredibly unpopular. Hence this latest attempt to attach the Section 245(i) amnesty to something that almost never gets voted down on the floor -- a supplemental spending bill.

About the only way to defeat something like this is in committee.

Our chief person on Capitol Hill was just this evening tipped off to the latest White House sneak attack to force an amnesty. A supplemental spending bill is ready to be "marked up" in the House Appropriations Committee as early as Thursday morning. The White House has managed to get the amnesty added to that.

We believe one of our allies on the committee will move to strip the amnesty and demand a roll call vote. You want to make sure that any member from your state knows how you want him/her to vote and that citizens are watching.

We have some hope that other business will delay the supplemental markup until Thursday afternoon or even later. We'll keep you informed. If you find the fax on the Fax Center, that means the issue is still live.

================== WHAT WE NEED TO HAPPEN ==================

We will plan that enough of you will see this Action Alert tonight so that the fax machines will be full of anti-245i faxes when the staff arrives Thursday morning -- and that the machine will just keep printing fax after fax all day.

================= WHAT IS AT STAKE =================

Re-instating Section 245(i) for four months -- as the White House has attempted repeatedly for 17 months -- would allow approximately a half-million illegal aliens to apply for a green card and (because of current INS policies) remain in the United States for the years until they are eligible to receive the green card.

Not only would this add 500,000 people to the permanent U.S. population, but history shows that it would entice millions more illegal aliens to move to the U.S. The ramifications are clear for urban sprawl, congestion, overcrowded schools, loss of environmental resources and wage depression for America's poorest workers.

===========================MORE BACKGROUND===========================

Although the President has had some success in getting this amnesty through the House in the past, it has always been in a special form or by a narrow margin that has made it difficult to pass in the Senate.

The White House pulled such a sneaky in March by attaching the amnesty to the very good visa-tracking bill. It passed by one vote after a furious effort on the part of all of you in opposing it. That close call emboldened some new allies in the Senate to threaten a filibuster if the same stunt were tried in the Senate. That worked; the visa tracking bill passed without an amnesty. Just today the visa-tracking bill went to the President for his signature -- without any amnesty!

So far so good. You all have done a marvelous job of keeping immense pressure on the committee members.

The House Appropriations Committee began marking up the Supplemental Appropriations bill this morning. The attachment of the Section 245(i) amnesty has not yet been attempted. The more the introduction is delayed the more opportunity all of you will have had to build up opposition.

Our reports from the Hill are that House Appropriations Committee members or staff were frantically calling party leaders by mid-morning wanting to know why they were being flooded with phone calls and faxes about a supposed amnesty being attached to the Supplemental. Now, there appears to be a lot of backing down. We will hope that will continue. It is not clear that the White House was keeping GOP House leaders informed of its pressure attempts for amnesty in the committee.

It is difficult for our people on the Hill to know exactly what is happening because it looks like the actors aren't sure themselves what they will attempt. There is a lot of the "fog of war" in these legislative battles. But it appears the opening move in the committee was to be a Democratic attempt to add a PERMANENT reinstatement of the Section 245(i) amnesty which would reward millions of illegal aliens with permanent residency over the next several years. The White House was apparently trying to find Republican committee members who would work with Democrats to make sure that at least temporary reinstatement of Section 245(i) would be attached, allowing at least several hundred thousand illegal aliens a path to citizenship.

Make no mistake, the danger is real and substantial when the full force of the White House is behind something. The President made another public commitment last weekend to passing this amnesty, and this session of the Appropriations Committee is the first new attempt (after at least a half-dozen failed attempts in the last 16 months).

Remember, that all of this was to be attempted in the middle of very complex and detailed negotiations of a massive spending bill -- the better to be disguised and slipped through.

Your incredible response has made disguise and stealth impossible. You have sent more than 15,000 immigration faxes since I first contacted you last night. And we sense from your e-mailed reports to us that you have kept many committee phones ringing all day.

It appears that all of the Members who voted against the Section 245(i) amnesty in March are now loaded for bear against this attempt. And many, perhaps nearly all, of the Republicans who voted for the amnesty in March are now indicating they would not support it in this spending bill. In addition, some of the Democrats are either committed against this amnesty move or indicating doubts about it. In all, the reports you are sending from your phone calls indicate we have a very good chance to keep the entire amnesty out of this bill.

Senate Majority Leader Daschle (D-SD) has just announced today to the Hispanic media that he has introduced new Section 245(i) amnesty legislation. We do not yet know if this is to be permanent or temporary.

Either way, it is a threat. Sen. Daschle apparently thinks that proposing and trying to enact amnesties for illegal aliens in order to greatly increase the population of the U.S. makes for good politics and will increase his popularity for a run for the presidency in 2004.

If you think he has misassessed the political landscape, please use your right as a citizen and as a phone user to call Sen. Daschle's office starting today.

It is useless. They have already decided to do it and no amount of protesting or e-mail or phone calls will stop them. They will sneak it through attached on page 9216 of some spending bill in the dark of night.

This country is doomed without a revolution.

TECHNICAL PROBLEMS

In a zero-to-60 startup like we had last night, not everything will go perfectly smoothly. A small fraction of you had technical difficulties that kept you from fully utilizing the NumbersUSA Action tools.

I apologize for your difficulty. The biggest problems have happened for those of you who use Netscape. We had recently instituted some innovations on the site and learned over the night that those innovations don't work on Netscape. Part of our technical problems last night was due to the fact we were in the middle of a major outreach campaign for new users, and our overnight flurry of activity against this latest amnesty attempt coincided with hundreds of brand new users coming onto our system.

I keep wondering why Rush Limbaugh hasn't been all over this issue. He sure spent plenty of hours decrying CFR, but seldom even mentions immigration, illegal immigration, amnesty for illegal immigrants. I'm beginning to wonder whether he has a gardener and a maid sans greencards who are paid "under the table." With his 20 million listeners, he should be all over this issue.
