This is likely to start the next hot civil war, especially if the shooter is captured alive and it is discovered that he is just a lowly henchman for the Deep State.

One of the biggest tragedies I can think of is just stopping with prosecuting the sniper. He needs to be waterboarded until he gives up all the higher-level operatives, i.e. the Democorrupt Party.
