While I don’t doubt others were “running things”, Hogg would have zero first hand information.
He had to have been, but Biden himself was out of the loop as they say in DC.

If I’m honest, I don’t think this is a new phenomenon at all. I suspect that Hillary was the very kaniving, and probably used Bill’s philandering not only to manipulate and blackmail him, but to push him to keep running for office. She didn’t just plot to get the ‘bimbos’ silenced, but she held them over him. If it wasn’t for her, I doubt he ever would have been president, and he would have got sued multiple times and ended up living in a trailer park in Arkansas.
Joe Biden was probably content to be in Delaware and at the Capitol and in his later years, wasn’t making his own political strategic decisions.
