Quite possibly. That pedestrian bridge which collapsed was built by a women-only engineering firm, same women-only firm that designed and built a large bridge in southern Texas. State inspectors thankfully figured out how dangerous it was before it collapsed, but the state is out $250M or so as the bridge was nearly completed.
For the pier, it’s hard, no impossible, to imagine white men being allowed anywhere near it...so you’re likely right.

Emergency piers are just meant to be temporary. They aren’t built to last forever. Basically single operations, to help with landings and whatever.

Yes, but I’m sure there were those in the Military who knew the Pier was a bad reason for multiple reasons. But they didn’t bother voicing concerns, the Pier was for political reasons and IT WAS GOING TO GET BUILT.
