Quite possibly. That pedestrian bridge which collapsed was built by a women-only engineering firm, same women-only firm that designed and built a large bridge in southern Texas. State inspectors thankfully figured out how dangerous it was before it collapsed, but the state is out $250M or so as the bridge was nearly completed.
For the pier, it’s hard, no impossible, to imagine white men being allowed anywhere near it...so you’re likely right.

Original engineering firm on the Corpus Christi Harbor Bridge designed the pedestrian bridge.
TXDOT fired them, and hired another engineering company
