I think he just wanted to have the thing done before he left, so the next guy won’t have to deal with it.
As far as resigning, who wouldn’t? I’m sure the whole thing just makes him sick.

"....the city released a report clearing officers of any wrongdoing..."
The city? In other words, the cops' friends and relatives.
In the military their fate would be:
"What Is Article 99 Of The UCMJ? Misbehavior before the enemy under Article 99 of the UCMJ occurs when a service member who is in the presence of the enemy conducts a range of shameful acts ranging from running away to failing to provide relief and assistance to those engaged in combat with the enemy."

The ‘city’ should not have been allowed to ‘report’ on incident because it has a financial stake in the outcome. Since it clears the pitiful police performance it will be used as a defense and it therefore self-serving. The investigation and report, if any, should have been conducted by a state LE agency.

America is dead.
Only a dead country could determine this jerk wasn’t liable.

The parents should sue them all in federal court. Bankruptcy sounds fine.

The city is trying to reduce its liabilities in any lawsuits. Just follow the money.

Bravely the Uvalde cops ran away
Bravely ran away away
When danger reared it’s ugly head
They bravely turned their tails and fled
Yes brave Uvalde cops turned about
And gallantly they chickened out
Swiftly taking to their feet
They beat a very brave retreat
Bravest of the brave, Uvalde cops!

And they actively hindered anyone else from doing anything constructive until the shooting stopped.
Which was counter to everything that they trained for in their recent active shooter training.

Probably not. He’s a coward. Good riddance.
Horse, rope, tree limb, Uvalde police officer. Some assembly required.
