The ‘city’ should not have been allowed to ‘report’ on incident because it has a financial stake in the outcome. Since it clears the pitiful police performance it will be used as a defense and it therefore self-serving. The investigation and report, if any, should have been conducted by a state LE agency.
In Georgia, any alleged police misconduct is investigated by the Georgia Bureau of Investigation.
