So what sort of payload could a globe spanning balloon actually carry?
And how could they provide better imagery or signal interception than already available satellites or less overt ground based efforts?
Unless, of course, the ChiComs or whoever are testing the waters for the Japanese WW2 dream of delivering pathogens.

The balloon over the US is getting lots of attention. Apparently there are similar balloons over the other "Five Eyes" countries. Analysts see structures on the platform that correspond to coil and charge units...EMP weapon. There is also a radiological signature. Both observations are cause to be careful about shooting it down. A direct attack on the balloon might trigger the onboard "weapons" over a populated area.
