The surgery had been scheduled for the second half of April but was delayed, SVR claimed. It will now not take place before the Victory Day commemoration of Russia’s World War Two victory in Red Square on May 9, the person alleged. General SVR reported that Putin has abdominal cancer and Parkinson’s 18 months ago.

Not diagnosing the guy, but if he has cancer and it’s spread to his bones…that will cause dementia like symptoms.

Putin has definitely looked ill recently, and that in photos allowed to be released, so who knows what he's like on a bad day.

But I suspect any paranoia is due to his realization that the FSB and military were blowing smoke up his butt about Ukraine and his military's preparedness.

Does Putin have the power to order a nuclear strike on his own? Did he ever have that power?

(I don't think any of us has a definitive answer to that, but that is the question the CIA should be asking)
