All irrelevant, given he was safely behind a barricade, had the ability to retreat, and, most importantly, there were 10 well-armed police officers behind her.

This is a closed door, windows panels to either side that have already been broken, a mass of chairs piled on the barricaded side, where the gun wielder is. He is USCP or some other security protecting Congress. Heck, it could be USSS, Pence’s detail.
On her side, she is with a group of protesters, 8-10 I’d say, with uniformed, armed police coming from the rear.
The man with the gun is in a side hallway directly left of the door, he steps out of that, fires into the woman who is trying to breach the window panel to the RIGHT of the door. From his angle, through chair piles, spider-webbed glass, other protesters, and her, I doubt he saw or heard the advancing cops.
You will note that AFTER she is down and the uniforms are securing her side, one of the cops briefly raises his weapon, ten lowers it and makes a series of hand signals to the other side, presumably to either than man with the gun or others in his detail.
You’ve seen this a million times in cop shows, they communicate via hand signals when other forms of communication are down or unadvisable.
All in all a tragedy, but the man with the gun was in the right.

That’s the real legal standard for deadly force use in Washington DC, not the crap you are posting.
It doesn’t appear that there were any ‘dignitaries’ in the vicinity, so the shooting seems extremely excessive.
If she were black, there would be riots and looting in all major cities today.

When I was in the AF a long time ago, the “training” often amounted to nothing more than signing a form, and if anything was said it was “if you hear anything, report it”, so I seriously doubt that it ever crossed her mind.
