This is a closed door, windows panels to either side that have already been broken, a mass of chairs piled on the barricaded side, where the gun wielder is. He is USCP or some other security protecting Congress. Heck, it could be USSS, Pence’s detail.
On her side, she is with a group of protesters, 8-10 I’d say, with uniformed, armed police coming from the rear.
The man with the gun is in a side hallway directly left of the door, he steps out of that, fires into the woman who is trying to breach the window panel to the RIGHT of the door. From his angle, through chair piles, spider-webbed glass, other protesters, and her, I doubt he saw or heard the advancing cops.
You will note that AFTER she is down and the uniforms are securing her side, one of the cops briefly raises his weapon, ten lowers it and makes a series of hand signals to the other side, presumably to either than man with the gun or others in his detail.
You’ve seen this a million times in cop shows, they communicate via hand signals when other forms of communication are down or unadvisable.
