It also said that ballots without a postmark would “be presumed to have been mailed by Election Day” unless there was strong evidence to the contrary.

Unless I am mis-reading this, this decision does not say that PA can accept any mail-in ballots after the polls close on election day - it just says they have additional days to count the ballots that are received by the deadline. Ballots received after the deadline are still excluded. Am I wrong? If so, where is that documented?
