Rep. Blumenauer says he has approached Pelosi about this and said she indicated she's "considering it." He argued that a delay would allow the House to continue collecting evidence and possibly win favorable court rulings to advance their case.
This brings up a question - is the President “impeached” if it’s voted on but not delivered? Is impeachment just “pending” until it’s delivered to the Senate?

That has the same legal and practical effect as the Senate insisting on a fair inquiry. That is, it has no effect at all. Each chamber is its own boss on impeachment.
