Why cant we have a clean city? Its a problem that has perplexed generations of mayors in Baltimore. Call it the perpetual trash nemesis.
Yet, here we are again in a mess of a city. Food containers, balled up clothes, paper, banana peels, plastic bags and tons of other pieces of litter line the shoulders of roads, pile up in alleys and are strewn across fields and yards. Not only is it unsightly and contributes to a rodent problem, but it can create a glum and gloomy feel in a time when the city is already facing self-esteem issues because of high crime

I rode Amtrak to NYC with my son-in-law from Australia. Going past block after block of abandoned urban neighborhoods with vacant lots turned into refuse piles in Baltimore astonished him. He simply couldnt conceptualize that our country would have or even tolerate such a thing.
NYC is way better than it was, notwithstanding the typical city dirt and scum and in this case extreme liberal attitude that many people there hold. By most accounts it is better than San Francisco (i.e. Not as much human waste on the sidewalks) and LA (human waste in the studios). It is best summarized in Fear's New York's Alright If You Like Saxaphones.

There are plenty of areas in NYC where people still have pride of place. Neighborhoods like Jamaica, in Queens, are perpetually filthy, with trash dumped all over despite complaints. Then you have areas like Kew Gardens Hills, which is spotless. It depends on where you're talking about. I suspect Baltimore is much the same. The outer suburbs appear to be quite clean, from what I've seen on visits. I don't venture into the inner city there, as there is nothing that interests me there. I would love to see the National Aquarium again, but certainly not at $42 a pop.
For example, theres a proven cure for residents defacing property, throwing garbage out of windows, etc. Its the Zero Tolerance approach used with great effect by Rudy Giuliani . . . .
In all fairness, Martin O'Malley tried. He brought in Ed Norris from the NYPD to be his commissioner. Norris brought in some of his own people into the BPD. Baltimore's crime immediately began to decrease. Alas, Norris got forced out and was eventually indicted (as Maryland State Police Superintendent).
During the last primary season, the media ran many negative stories on O'Malley regarding his zero tolerance attempt.

The thing that democrats find most perplexing about President Trump is that he accomplishes things. A tenant of the Washington political establishment is never accomplishing anything, else the need to spend money (aka buy votes) goes away. Its all about buying votes.
Raising the minimum wage is a perfect issue for progressives. The younger voters (it was never intended to be a living wage) get a huge raise and give democrats the credit. Small businesses owners foot the bill (buy votes) so it costs democrats nothing. Small businesses that go under rather than raising prices for consumers are no big loss to democrats.

DEMOCRAT MAYORS, ALL. Only Mayor Schaeffer made any serious efforts to clean up Baltimore’s trash and blight. The rest were hacks, crooks, machine politicians, black-voter ass kissers, and cowards. Some became convicted felons.
In order to save some taxpayers’ money, they got a single room together. /sarc or nearer the truth.
