Actions like a state canceling plans to generate electricity IN-state should be taken as agreement to pay PEAK rates for ALL electricity taken off the grid in excess of what is generated in-state. By removing generation capacity from the grid, CA is requiring all other connected states to pay a high than necessary rate for electricity.
