Inspector General Horowitz found reasonable grounds for believing there has been a violation of federal criminal law in the FBIs handling of the Hillary Clinton email investigation. Horowitz has referred his findings of potential criminal misconduct to Huber for possible criminal prosecution, says investigative reporter, Paul Sperry. Since General Flynn was promptly indicted for making a false statement,
It is not illogical to question why McCabe has not been promptly
indicted for making 3 false statements under oath.
Especially since McCabe should be held to a higher standard
as a law enforcement agent.

Lying under oath is not a complex case. Indict him and let a
jury decide his fate.

I've long said Trump holds all the cards. His problem isn't fighting for conviction(s), his challenge is a literal overabundance of targets. So, faced with wins any which way he chooses, how do you maximize the betting to claim the entire pot?
My guess is Trump has the next 6 months story boarded to the day (week at a minimum). The entire exercise is to sweep Nov 2018. As any good entertainer knows, you save the best for last. You certainly don't open big, with nothing to follow. People have short attention spans - the 'net isn't helping matters either. So, you have to work & mold the clay you're given.
By the first week of November, treason should be the common term used generally by people in everyday conversation. The American public should be sufficiently inured to the shock, and have come to the matter of fact terms and reality, thus leading to their own conclusion(s) about punishment.
Trump is pulling a massive psyops campaign on hundreds of millions of people, using existing media infrastructure to deliver the message. If he can successfully defeat the deep state and restore the republic, then the books that will be written about this guy, the science of what he was able to accomplish, will dominate academics and historians for generations.

However, I'm pretty sure Flynn will walk and be soon "made whole" as much as is possible. He has paid a nasty price for being a good man.
And McCabe will get what he richly deserves in due time ....... soon.

In my view, you are on the right track but wrong word and charge.
The common term for discussion and talk will be “conspiracy”
Conspiracy is very broad and includes mere typing of documents written and approved by thoseconspirators at the top. Conspiracy can go down many levels in an organization to sweep up lots of folks.
Treason is a very narrow and I believe hard to prove charge.
I'm scratching my head over this one.
Flynn's indictment was dated December 1, 2017. The events described in the indictment date back to late 2016 and early 2017. I don't know how you would call this "promptly indicted" under any definition of the term.

Regarding McCabe.
In the original interview with McCabe, FBI agents did not believe
Flynn lied. So, even though the case goes back for some time,
he was not indicted for lying then because as we now know
FBI agents did not believe Flynn lied.
That changed. And when that changed, he was promptly
indicted for making a false statement.
