Trump’s 2020 Census May Cost California Congressional Seat by Counting Citizens

Democrats fear the Trump administration’s re-reinstatement of citizenship questions on the 2020 U.S. Census will cost California a Congressional seat and billions in funding.

The number of U.S. House of Representative seats was fixed by law in 1911 at 435. The “enumeration” requires at that each state have at least one Representative, and the other Representatives are allocated according to population as determined by the U.S. Census every ten years. Based on the 2010 Census data, California received the most, at 53.

But Politico reports that could change with the Department of Justice sending a letter on December 12 to the Census Bureau asking that the citizenship question eliminated in 2010 during the Obama administration be reinstated for the 2020 Census.

According to the Justice Department’s General Counsel, Arthur E. Gary, “This data is critical to the Department’s enforcement of Section 2 of the Voting Rights Act and its important protections against racial discrimination in voting.” He added, “To fully enforce those requirements, the Department needs a reliable calculation of the citizen voting-age population in localities where voting rights violations are alleged or suspected.”

Actually, it does work that way. There will be 435 reps no matter how they get proportioned.

“I see what is worrying Democrats. Census workers are typically poorly trained temporary employees who go door to door. I can easily see why they could inadvertently scare illegal aliens into not answering questions.

“That’s why I think Democrats’ concerns would be allayed if the taking of the Census were turned over to a more professional organization, like the Immigration and Customs Service. ICE is experienced at dealing with members of the public, especially in the “immigrant” community. I think when immigrants see people wearing ICE jackets knocking on their front doors, they will realize that these are professional law enforcement officials, and they have nothing to be concerned about.”

I think when immigrants see people wearing ICE jackets knocking on their front doors (as census-takers), they will realize that these are professional law enforcement officials, and they have nothing to be concerned about.

It HAS to be citizens! Otherwise, in your scenario, a hypothetical state could be 90% illegals and collect a high number of electoral votes based solely on illegals.


The Constitution says:
“Representatives and direct Taxes shall be apportioned among the several States which may be included within this Union, according to their respective Numbers...”

So no, non-citizens (legal or otherwise) do count. As others have pointed out illegals may refuse to participate in the census.

When they did away with the questions concerning citizenship they claimed those questions caused “many people” to not respond to and even hide from the census people. If illegals refuse to cooperate with the census taker, going so far as to hide from them- they are not being counted.

It should be based on citizens; it currently is not. Currently it is based on "persons" and not citizens. I would think the Constitution wording would have to be changed for it to be limited to citizens. Your scenario of a hypothetical state with 90% illegals actually would have electoral votes based solely on illegals.

Illegals have many benefits just by being here, and they provide the democrat party with more than just their direct votes as you can see by this article. This article is about CA but I imagine it can have an effect on other large states with a large population of illegals- possibly Texas? There are pockets of illegals in all states at this point, how much are they skewing our government? I would think any extra representatives gained by the population of illegals might be more likely to be from Dim districts, wouldn't you?

For many reasons beyond the obvious we must deport illegals from this country. If illegals are not here they will not be counted.

The solution is to strictly enforce immigration laws, and deport as many illegals as we possibly can. That we must do ASAP to take back our country.

No it is not worthless to have the citizenship questions, many illegals will not respond and will actually hide from the census people if they ask questions about citizenship. When those questions were removed from census forms there were tons of ads informing people in Spanish that citizenship questions were not going to be asked and begging them to respond to the census.

It would be far better to deport all the illegals then none would be counted, but that will take time so in the meantime we need to do at least this. Every drop in the bucket counts at this point.
