When someone is shot in Sacramento, its a good bet that one of about 50 mostly black or Latino young men pulled the trigger.
Police know it. Community members know it.
DeVone Boggan knows it, too. In Richmond, where he runs an anti-gun violence program called Advance Peace, he has befriended 84 men considered most likely to kill with a gun there.
The truth about gun crimes, said Boggan, is that a small number of known shooters cause an outsize amount of trauma. They can be hard to catch, he said, and few have tried to reach them with anything but enforcement.
Every shooter in Boggans program in Richmond has been shot or had a family member shot. Gun violence typically breeds gun violence, because its cyclical and retaliatory, he said.
He said the violence often has less to do with organized gangs than it does personal rivalries and neighborhood cliques. Weve got beefs around respect issues, historical beefs, Boggan said.
Boggan said shooters are kids who grew up in atmospheric trauma and chaos every day, and often go minute-to-minute fearing for their safety and the safety of loved ones.

There is no way in hell that we should be rewarding punks who shoot other people.
They should be sent to prison or shot between the eyes so the rest of society does not become their victims.
Rewarding gun violence is so far past total stupidity that it should shock even the democrats.
And people wonder why we have decided to leave the Peoples Republik of Kalifornia. This kind of stupidity is why.
If you know who is doing the gun violence in a city they lock the punks up so they can’t shoot anyone else.
Only in Cali would you reward punks with guns.
I will bet money that the same metrics are true for every city in the country.
He advocates a mixed approach with the “stick” of long term imprisonment for those who do not get with the program. It is the same thing done with Project Exile and similar programs. They are effective to the extent they get the violent criminals off the street or in fear of being arrested shortly.
