I believe wear a veil if she was given a tour of a mosque. This is tricky in Saudi Arabia since non-Mulsims are not allowed near the holy places. But, we have seen this in UAE. At the links are images of Queen Elizabeth, the wife of a British Foreign Secretary, and a female accompanying a U.S. Secretary of State. The ladies are all showing a tuft of hair while being covered. This is to show respect to the host and to the value of women’s equality.
