Prior to retirement, I used to deal with FBO construction solicitations like this all the time.
This is a Pre-Solicitation Notice. It is to give interested Design/Build companies the heads-up that documents will come out on the 6th of next month and to have bid team members ready to prepare a complicated submission. The interested bidders will submit a large written proposal and plans on March 10th (just four days later) which will have a concept design for a large section of The Wall designed in a way they would propose to meet the Government requirements. If their concept proves worthwhile to review — then and only then — those chosen for Step 2 will submit full pricing and preliminary design documents on the 24th (two weeks).
They are saying that Awards will be made to multiple firms for bid portions of the wall and that Selected design build contractors may be awarded additional segments based upon performance and evaluation.
Probably they will show an segment — say 120 Miles — and you will present a price per mile for additional miles that you will perform if requested for an additional price.
You will have a 100 % Performance and Payment Bond and a Small Business Participation Plan showing how you will utilize XX target percentages of Small and Disadvantaged Business.
You will probably submit ten copies of a proposal that is limited to about 150 pages.

I will say, based upon the scope and complexity of the task, the time for submission preparation and review of Step One is insanely condensed and the time for Step 2 is about a third of what is normally allowed.

Additionally the bidders will be asked to submit five projects they have completed of a similar size and scope for the Government with contact information and show similar experience for their Design team member firms.
I would imagine that they will let five to ten contracts for this project. and have all the Awarded contractors starting Design at the same time with Construction starting in as little as 60 days after award. There will be large “liquidated damages” penalty amounts for non-completion by certain dates.
Do you think it is feasible with these condensed time constraints? Do you think this might short change the endeavor it’s so condensed time wise?

How would they submit previous work for a job this massive?
I think I’d like to see a winning design take the win for one identical wall all the way across too.
I expected some sort of performance clause.
Seems like this kind of a construction contract could be the end of your business, if you didn’t perform up to spec.
Bechtel Engineering & Construction. Huge, American, and have been around forever. You can bet they already have a proposal in place.
yeah any big construction company had to have been having a few guys on this during the election, and a ton of them on it nov 9th.
as for the Seabees- not the scale for this. I did some back of the envelope math a while ago and this will require like 10% of the annual cement use in the country. (easily doable, its less then the change in cement use at the end of the housing bubble.
Call it 2,000 miles that’s 1.3 MILLION 8 foot wall sections.
If you had 1000 forms, and pulled them at 3 days drying per panel... thats 10 years of casting panels
this is literally the biggest project since thin interstate highways.

Great, a massive scale project for a GREAT America...
Under budget, ahead schedule. Yeah, Baby!
They could extend it. However, I think where the actual extensions will occur is after the 24th of March when they ask various bidders questions on their package after the Step Two proposals are turned in. They may have a series of five to ten day extended due dates for supplemental proposals and for “Best and Final Offers”
The actual final designs will occur after award. The preliminary design conceptual documents sufficient to price and review proposed features and scope can be rather sketchy.
I will give you a for instance. Let’s say that part of the design is to show how storm water will be handled in a flow parallel to the wall area, There may be a page where they show a limited one-line drawing has to how the storm water is collected, piped, channeled and retained. That will be used for pricing. Then this is one of the features that will be fully draw out with Civil Engineering plans and specifications by the successful D/B contractor(s) for each specific location with its particular weather and drainage details. Final storm water plans might be 50 pages of plans and 200 pages of Engineered Specifications meeting COE standards.

The small business community, the local subcontractors and others would scream if this thing finally gets built and they get ZERO chance to participate. By the Government making it a multiple award task order type deal, then suppliers, vendors etc get to have a number of chances to participate in their particular locale.
Likewise, if the initial contracts are for 80 mile segments with an option of ten 12 Mile segments and awarded to seven contractors they have a possible coverage for the whole 1250 miles needed. Likewise, if they don’t like how some of the sections are designed, they tweak them back toward the RFP requirements or cancel that one task order and then have the one they like the best build double or triple what his segment was originally planned for the already bid and acceptable bid price. For the contractor economies of scale work to make it viable to do 160 additional miles for what 80 mies would have been done for on the Add-Alternate proposal.
Most people need to understand that there are only about 25 companies that can afford to bid this and start it. Typically you are upside down in your cash flow for about three months to the tune of 3 or 5 million bucks. Typically you or your junior partner JV firms have to have about 250 million in construction equipment readily available to put on site in a matter of weeks along with a team of about 30 design professionals of the various disciplines and a team of two dozen to four dozen field engineers, superintendents, project managers, CPM schedulers, Quality Control Engineers with government certified training and accountants and small business specialists all ready to go on a five day notice.
I spent the bulk of the last twenty years going to this dance — I not only have the tee shirt, I have the tux.
