I think it was Jan 3. This article is calling what she signed “new rules”, rather than an EO:

So glad to here this, will really impact our state.
It is a state law that you have to have car insurance, so many don’t, so we have to carry uninsured motorist coverage, just not right.
Illegals can’t get DL so NO insurance.
