Weren’t the Marines in Haditha under his overall command, when they were railroaded for murder? I do not believe he did anything to help their cause and 7 service members careers were destroyed, including the BC... If I am incorrect on this , please advise me.

If I am not mistaken the last time Congress granted a waiver for this requirement was for Marshall in 1950.
I am not convinced that it would easily pass again. Do you know whether it requires a simple majority?
