If I am not mistaken the last time Congress granted a waiver for this requirement was for Marshall in 1950.
I am not convinced that it would easily pass again. Do you know whether it requires a simple majority?
A waiver probably wouldn’t pass..but this at least sends a signal within the military..which is a good thing.
