It is worse that that! She says it is not classified unless there is a security header, and one of the released emails has here actually directing that headers be removed from classified emails in order to send them on her private server.
She is counting on the average voter to not know hoe classified information is controlled or that she sent her staffer an email to remove security classification headers from messages and send them to her unsecured server.

I’d bet that almost every official communication between the SofS and state department, or other government officials would at least be classified as “Confidential”, and quite a few would be classified higher.
This whole thing is totally bizarre, especially to anyone who’s been in the military and handled any degree of classified material.
One would think that every work related document handled by the Secretary of State should be (AND IS) considered as classified. Otherwise, they could just publish it in the Sunday news.

According to the FBI, Hillary lied twice in one breathe. First,she did send and receive emails with the header intact that signified confidential and top secret messages.
Second, she lied when she said the reports confirmed what she maintained, that she never sent emails marked confidential.
That is why she told the FBI she could not remember about 40 different times.
Setting up plausible deniability in advance is evidence of pre-meditation.

I worked with classified material through Top Secret for 25 years. I well remember being handed Top Secret text by engineers as it was being generated by them. It had no classified markings (part of my job as proposal editor was to add them), but all of it was Top Secret.
