What it means is... is that there will be a street robbery scene in the opening ceremony of the Olympics in Rio, which usually represents the life and enchantment in the host country.
Being robbed on the street, then, is being portrayed as a natural part of the Brazilian experience.

I lost interest when they added ribbon twirling in tights as an Olympic event.
If I get a chance to watch track and field or basketball, I will.
If it can’t be measured, clocked, or tallied, it isn’t a sport. It might be tough to do, but a judge panel on ribbon twirling is ridiculous.
