The guy sounds a lot like Trump. If he’d used a few Trump phrases like: “if you want to know the truth” or, “that I can tell you”, most people would have thought he was Trump.

Actually Maine was part of Massachusetts, not the other way around.
The Commonwealth of Massachusetts stretched all the way up to encompass what is now Maine. After the Revolution the colonists wanted to become a separate state.

The other reason (I think) he did this is to establish the point that the media considers 25-year old activity to be relevant to this election decision. Now, when Trump brings up all the Clinton-era scandals, how are they going to claim, “oh, old news, that was so long ago, it doesn’t matter anymore.” Oops....
