(CNSNews.com) - Transportation Secretary Anthony Foxx told a crowd in North Carolina Tuesday that only 49% of low-income neighborhoods have sidewalks while more affluent areas have near 90%. In order to have a society where everyone has a shot at the American Dream, than its imperative that we acknowledge these challenges.
Foxx made the comments to the Charlotte Rotary Club where he discussed the ways that infrastructure should connect people to opportunity.
During his speech, Foxx referenced a map of Atlanta that showed areas of pedestrian and bicycle accidents. The grey areas represent communities of concentrated poverty. This is representative of whats occurring nationally, which is not surprising, because only 49% of low-income neighborhoods have sidewalks. In high-income areas the number is closer to 90%.

Generally, cities that are hell holes...like Rochester NY have sidewalks. Few of the suburbs have sidewalks.

Here in Minnesota homeowner is responsible for clearing snow from sidewalks in front of their home or be fined.
This is nonsense, most upscale subdivisions don’t have or want sidewalks.

The most affluent areas in California dont want sidewalks. It reduces their property value.
Same in Florida. Sidewalks only on bigger streets in new developments.
There are already federal programs for Pedestrian and Bicycle access projects.
As a former City and County Engineer I was involved in compiling plans and studies to show “gaps” in sidewalks. This was part of the American with Disabilities Act.
The Transportation Secretary is comparing apples to oranges. A city or county is required to upgrade all sidewalks to current standards if any federal money is involved. But federal money can only be used on any functionally classified road, i.e., arterials and collectors, which in other words is typically the busiest roads and streets in the community. Residential neighborhood roads do not qualify. The only way to re-classify a road or street is through engineering analysis that must be approved by the State and Federal agency.
It is really up to the local community whether to have design standards that require all new development to install sidewalks, but the key word there is NEW. No consideration is given to older neighborhoods that don’t have sidewalks, again because of the road classification. The only way that I know how for an agency to rebuild road ands streets to new standards is if the neighborhood forms a Local Improvement District whereby they agree to raise their own property taxes to pay for the improvements. This LIS cost can be shared equally or apportioned based upon road frontage and the homeowner has 12 years to pay it off on their annual property tax bill.

That must be why they built sidewalks on both sides of the road, going nowhere, in Sumatra, FL. Less than 100 live there and nobody walks.

Same in our town. The old part of the town, where I live, has sidewalks. I'm responsible for upkeep of those in front of my house. The "upscale" section of town doesn't have sidewalks. There's a park across the street. No sidewalks there.

I guess million would be more accurate. Fifty intersections were modified (two curb sections removed at each intersection) and the sidewalk paved into a ramp shape. Each modification cost around $10,000 each including labor. So a total of 100 modifications resulting in around a million dollars.
