This is nonsense, most upscale subdivisions don’t have or want sidewalks.
Same in our town. The old part of the town, where I live, has sidewalks. I'm responsible for upkeep of those in front of my house. The "upscale" section of town doesn't have sidewalks. There's a park across the street. No sidewalks there.
