The weapon could be used in Putin's brutal onslaught against ISIS which was stepped up yesterday as Russian jets smashed 27 jihadi hotspots.
Moscow has launched a ruthless campaign on the terror group in a bid to wipe them out forever.
Russian airstrikes were said to have hit 71 armoured vehicles, 30 other vehicles, 19 command facilities, 2 communication centres, 23 depots with fuel and ammunition, 6 plants used to make car bombs, several artillery pieces and training camps.
Russia's bombings have weakened the morale of militants and have sent thousands on the run, according to the country's defence ministry.

ISIS are unlawful combatants.
The Russians could line them all up and shoot them in the head, and it wouldn’t be a war crime.
Using lasers that BLIND enemy troops VIOLATES international law. Period.

YOU wish. You’d be sooooooo gidddy.
Remember now, he’s acting on behalf of the Christian God.
Heh heh heh...
Shoot them after they get blinded. Should be easy.
The Russian grunts thought the light was meant to push them forward - it was so bright they could not retreat with the light being so blinding - they could only move forward. The lights as blocking detachments.
Enemy troops won't even remember any of it.
Blinding your enemy as an example is an old Eastern Roman/Byzantine tradition....See Emperor Basil, the Bulgar Slayer.
Beheading children and crucifying people doesn't? Live by the violation and die and go blind by the violation.
Previous descriptions claims:
The device doesn’t cause an irreversible impact on human eyesight, a representative of the manufacturer told RIA Novosti.

Thanks for the mention. Seems like a terrible thing to do to any society. One day the hostilities cease, and those blinded people have to be looked after.
Now this isn’t completely true, because blind people do function in society, but it’s still a terrible waste of future resources.
It’s inhumane on a number of levels.
Troops??? What nation do ISIS terrorists serve for as "troops". They're the lowest creatures that ever existed on the planet. Blind them? Excellent. That way if they try to get medical care, return home or join the bogus migration, they can be shot on sight.
PS: I'm not a violent person.
“Using lasers that BLIND enemy troops VIOLATES international law. Period.”
Oh my. How pale things are nowadays.

One of the Tom Clancy books described such a weapon maybe 10-15 years ago. Debt of Honor, I think.
We don't want 'em blind, we want 'em DEAD!
Actually, the Byzantine emperor at the time, Basil, did not want to kill all those Bulgarians (also Christians) as was the common practice of that era. If he let them go they would re-arm and attack again. Blinding them was seen as “humane” in that they were left alive but also hobbled the Bulgarians from future war efforts. The Bulgarian Khan is said to have died of shock at the sight of his returning troops. The Byzantines left one man out of every 100 with one eye to lead the rest back to their camps.
They also have to talk on cellphones now. How clever of the Russians.
Are the Russians using the muzzies as test subjects to see how effective are its newest weapons?
A good choice of guinea pigs.
How can they tweet if they can’t see? Or is that question not supposed to be asked. Here’s another daring question, will Putin get bad press if/when he bombs the hospitals these guys are hiding out in?
“But killing them is ok. What a strange law.”
Yes, but the US signed on to it. It is the law.
